Overview

As a member of the Corporate Contracts, Procurement & Compliance Office, the Procurement & Compliance Manager plays a critical role in advancing MSH’s Mission of working shoulder-to-shoulder with countries and communities to save lives and improve the health of the world’s poorest and most vulnerable people by building strong, resilient, sustainable health systems.

The Procurement & Compliance Manager manages the procurement of goods and commercial services and is responsible for critical compliance functions.

They oversee and train procurement team members on direct projects in MSH’s field offices, ensure MSH remains compliant by completing entry and submission of required compliance reporting, and facilitate the utilization of IT solutions for procurement and contractual compliance. The Procurement & Compliance Manager trains contracts and procurement staff to utilize Costpoint, completes contract records for new awards, and ensures that subawards and modifications are updated in Costpoint.

Responsibilities

Management and Procurement of Goods and Commercial Services

  • Act as the primary subject matter expert (SME) for Supply Chain Management, develop policies and procedures related to procurement in collaboration with the Director, Contracts, Procurement, and Compliance.
  • Oversee the global Procurement Coordinator and provide day-to-day support to procurement managers on field projects.
  • Provide coaching and mentoring for staff delegated authority to perform procurement functions.
  • Perform procurement functions for goods and services, including logistics management.
  • Maintain knowledge of Federal Import/Export regulations, Federal Acquisition Regulations and MSH’s compliance with the regulations to coach/train staff and ensure compliance.
  • Manage and oversee completion of tasks performed by Procurement staff.
  • Maintain primary responsibility for the procurement of restricted commodities in assigned countries.
  • Establish and enhance supplier relationships to drive sourcing & supplier initiatives to meet or exceed product quality, service & deliver sustainable cost reductions, while reducing or mitigating risk in the Supply Chain.

Compliance Reporting

  • Conduct annual audit canvassing and request annual required certifications of subrecipients, ensuring proper review of audits and follow up.
  • Develop and maintain audit canvassing and annual certification procedures and trackers.
  • Complete entry and submission of required compliance reporting such as VAT, FFATA, small business subcontracting, service contracting reporting, and trafficking in persons.
  • Keep abreast of changes to guidance in compliance reporting requirements for clients

Costpoint and IT Solutions for Procurement and Contractual Compliance

  • Facilitate the utilization of IT solutions for procurement and contractual compliance.
  • Oversee MSH’s purchasing system, Costpoint, and provide strategic direction on procurement actions, workflows and thresholds, and tracking related to Purchase Requests and Purchase Orders.
  • Train contracts and procurement staff on the use of Costpoint for procurement and the contracts module in Costpoint.
  • Create contract records for new awards in Costpoint
  • Provide quarterly spot checks to ensure Contract & Procurement Managers keep Costpoint information current and accurate with new agreements, subawards and modifications.

Miscellaneous

  • Participate in all Project Support Team meetings and complete assigned deliverables.
  • Attend staff meetings. Prepare and present on assigned topics at staff meetings.
  • Participate in the development of department/office workplan.

Qualifications

Qualifications

  • A postgraduate in Procurement, Purchasing and Supply, Business Administration, or related field a field of study related to the assigned responsibilities.
  • 7+ years of related experience is preferred.
  • Familiarity with donor regulations, policies, and procedures.
  • Ability to work in multi-cultural and lingual settings
  • Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems.
  • Working knowledge of Costpoint.
  • Working knowledge of donor regulations, including FAR, AIDAR, and 2 CFR 200.
  • Advanced spreadsheet skills required; knowledge of other software Microsoft applications (Word, Excel, PowerPoint, etc.) and ability to learn new applications.
  • Strong organizational skills for managing and coordinating a variety of tasks simultaneously.
  • Strong verbal and written communications skills.
  • Good interpersonal skills.
  • English fluency required (including speaking, writing, understanding, and reading).
  • Exceptional attention to detail.
  • Demonstrated ability to learn complex procedures.
  • Ability to work well under pressure in a fast-paced environment, keeping multiple priorities moving.
  • Ability to use judgment and problem solve.
  • Ability to work independently as well as in a team-oriented environment.
  • Ability to travel to and work in countries in which MSH operates.
  • Office environment including keyboard use, pulling drawers, lifting papers
