About The Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

  • Delivering and reporting on the flexible finance provided by MFAT;
  • Developing/updating national climate change plans and reporting frameworks;
  • Developing and investment-ready pipeline of projects;
  • Delivering climate change priorities;
  • Improving climate finance reporting; and
  • Accessing a broader range of climate funding.

The Opportunity

The key objectives of this opportunity are:

  • Strengthening institutional capacity of the legislative and governance framework to support the effective management of public infrastructure and assets.
  • Strengthening capacity within the Ministry of Infrastructure and Sustainable Energy (MISE) to assess, monitor and manage infrastructure developments across Kiribati.
  • Prepare MISE for successful implementation and rollout of the Asset Management System.

About The Firm

Selection Criteria

Essential Experience And Knowledge

  • A degree in asset management, project management, engineering and/or equivalent from a recognized tertiary institution.
  • At least 10 years of working experience in the infrastructure and asset management in Kiribati and/or in the Pacific region.
  • Experience in Policy and Strategy development, assessment and revision.
  • Good understanding of institutional and policy context in Kiribati (or the Pacific).
  • Experience in conducting legal reviews related to infrastructure management and aligning policies with national regulations.
  • Familiarity with public sector governance frameworks.
  • Extensive experience working with diverse stakeholders, including government ministries and local authorities.
  • Strong skills in consultation, facilitation, and stakeholder engagement.
  • Competent in working in teams and remotely organizing workshops and consultation meetings.
  • Good time management, organisational and inter-personal skills.
  • Excellent written English, report writing and presentation skills.
  • Proven experience incorporating GEDSI principles into infrastructure planning, policy development, and management, ensuring equitable access and participation for marginalized groups


Desirable

  • Legal or regulatory qualifications, particularly related to public infrastructure policy.
  • Experience in the Pacific Region or Small Island Developing States (SIDS):
  • Prior experience working in the Pacific or similar island environments, with an understanding of unique challenges like climate vulnerability and resource constraints.
  • Experience in delivering capacity-building workshops or training programs, particularly in infrastructure management and policy implementation.
  • Familiarity with designing and managing infrastructure projects that account for climate change impacts, especially in vulnerable island nations.
  • Knowledge of implementing digital systems for asset registry and data management, etc

  • A clear description of the proposed approach and methodology, demonstrating understanding of the assignment and its context.
  • A detailed work plan and timeline, aligned to the deliverables and mobilisation period.
  • A breakdown of the proposed team, detailing roles, relevant experience, and expected number of days for each team member.
  • Financial Proposal
  • Daily rates for all personnel, consistent with the proposed team structure.
  • A milestone-based payment schedule, aligned to the deliverables outlined in the TOR.
  • Estimated travel costs, including the expected missions to Tarawa, Kiribati
  • Organisational Qualifications
  • A brief profile of the consulting firm (or consortium), outlining relevant experience in asset management, capacity building and Pacific Island experience
  • Examples of similar assignments completed in comparable contexts.
  • Confirmation of the ability to provide any required software and licences for the duration of the assignment.
