Adexen has been mandated by a leading international construction group to recruit an experienced HSE Manager for a major marine infrastructure project in Lagos.
Responsibilities
The successful candidate will lead all Health, Safety and Environmental activities associated with the rehabilitation and expansion of one of West Africa's largest port facilities. The role requires a strong field presence and proven experience managing HSE risks in complex marine construction environments including dredging, piling, heavy lifting, marine logistics and civil works.
- Develop, implement and continuously improve the Project HSE Management System.
- Ensure full compliance with Nigerian regulations, client requirements and international standards.
- Promote a proactive safety culture across all project activities and contractors.
- Lead risk assessments, Job Hazard Analyses (JHA), Method Statement reviews and Permit-to-Work processes.
- Monitor high-risk activities including:
- Marine operations
- Dredging works
- Piling operations
- Heavy lifting activities
- Barge and vessel movements
- Working at height
- Confined space entry
- Electrical and mechanical works
- Conduct regular site inspections, audits and safety campaigns.
- Lead incident investigations and ensure effective corrective and preventive actions.
- Coordinate emergency response preparedness and drills.
- Manage subcontractor HSE performance and compliance.
- Monitor environmental aspects including waste management, water quality, dust, noise and pollution prevention.
- Prepare HSE reports, KPI dashboards and presentations for project management and client representatives.
Desired Skills and Experience
- Degree in Engineering, Environmental Sciences, Occupational Health & Safety or related discipline.
- NEBOSH International Diploma, NEBOSH Construction Certificate or equivalent qualification.
- Minimum 10 years of HSE experience within large-scale marine, offshore, ports, dredging or heavy civil engineering projects.
- Strong knowledge of international standards and best practices (ISO 45001, ISO 14001, IFC, OSHA, etc.).
- Experience working on port rehabilitation, quay wall construction, jetties, breakwaters, marine terminals or dredging projects is highly desirable.
- Demonstrated ability to manage large multicultural workforces and subcontractors.
- Excellent leadership, communication and stakeholder management skills.
- Experience in Africa or other emerging markets would be an advantage.
