Oxford Policy Management is seeking a Human Resource specialist for 4 years, contingent on the successful outcome of a bid for an upcoming project.
The position would be located in Nigeria.

Position Summary
- Lead the assessment of existing workforce capacity, staffing structures, and human resource management systems within the health, education, or relevant public sector institutions.
- Conduct workforce planning and manpower analyses to identify staffing gaps, future workforce needs, and resource requirements.
- Review and analyze HR policies, staffing norms, organizational structures, and workforce deployment practices to identify areas for improvement.
- Support the development of evidence-based workforce plans, HR strategies, and implementation roadmaps aligned with project objectives and government priorities.
- Provide technical advice on recruitment, retention, performance management, succession planning, and workforce optimization strategies.
- Contribute to the design and implementation of data collection tools, workforce assessments, and stakeholder consultations.
- Analyze workforce and HR data to inform policy recommendations and strategic decision-making.
- Engage with government agencies, development partners, and other stakeholders to validate findings and build consensus around workforce planning recommendations.
- Prepare technical reports, presentations, policy briefs, and other project deliverables related to human resource management and workforce planning.
- Ensure that all project outputs reflect international good practice and are tailored to the Nigerian context.
- Provide technical input to capacity-building activities, workshops, and stakeholder engagement sessions.
- Work closely with the project team to ensure timely delivery of high-quality outputs and achievement of project objectives .
Key Qualifications / Experience / Skills / Behaviours
- Master's degree in Human Resource Management, Public Administration, Organizational Development, Education, Public Health, or a related field.
- Minimum of 10 years of professional experience in human resource management, workforce planning, or organizational development.
- Demonstrated experience working on public sector, health, education, or international development programmes in Nigeria.
- Proven experience conducting workforce assessments, staffing analyses, and human resource planning exercises.
- Expertise in workforce planning, manpower forecasting, staffing needs assessments, and organizational design.
- Strong knowledge of human resource management policies, systems, and practices within government or development programme settings.
- Experience analyzing workforce and HR data to support evidence-based decision-making.
- Ability to develop HR strategies, workforce plans, and implementation frameworks.
- Familiarity with public sector reform, health workforce planning, or education sector workforce management in Nigeria.
- Excellent stakeholder engagement and relationship management skills.
- Strong analytical, problem-solving, and report-writing abilities.
- Ability to work independently with minimal supervision while managing multiple priorities.
- Effective communication and facilitation skills for engaging government counterparts and development partners.
- Strong teamwork and collaboration skills within multidisciplinary project environments.
- Experience supporting government-led workforce planning or human resource reform initiatives in Nigeria.
- Experience working on donor-funded projects for international development organizations.
- Knowledge of workforce challenges and policy frameworks in the health and/or education sectors.
- Experience facilitating workshops, consultations, and capacity-building activities.
- Professional certification in Human Resource Management or a related discipline is an advantage.
