Position: Regional Security Manager

Reports to: Director of Security

Contract Type: Full-time


Scope: The Regional Security Manager will strengthen safety and security risk management for programs, personnel, partners, and operations across Africa. Based in Lagos, Nigeria, the role will report directly to the Director of Security and work closely with the Regional Hub Director, and country teams to monitor threats, advise staff, support incident response, and promote a culture of safety and security risk management. The position requires regional travel and availability during critical incidents.

The incumbent will work closely with the Regional Hub Director for functional collaboration and coordination. This position requires hybrid onsite/telework with 3 days weekly onsite presence at the office.


Key Responsibilities:


Security Risk Management

  • Monitor political, security, health, and operational developments that may affect CIPE personnel, partners, activities, or assets.
  • Provide timely, practical guidance to leadership, regional teams, travelers, and implementing partners.
  • Develop, update, and help implement security policies, procedures, plans, and training materials.
  • Integrate security considerations into proposal development, project start-up, and program implementation.
  • Other duties as directed by the Director of Security.


Regional Support and Field Operation

  • Support hub and country offices in applying security plans, procedures, and protocols across CIPE activities and locations.
  • Conduct or coordinate security risk assessments, hotel, office, and residential site surveys and assessments.
  • Provide clear recommendations and follow-up support to improve preparedness and reduce risk.
  • Support regional security budgeting, procurement, and maintenance of safety and security equipment and supplies.


Incident Response and Business Continuity

  • Serve as the regional point of contact for serious incidents and coordinate response as a member of CIPE’s Regional Incident Management Team and coordinate with the CIPE’s Crisis Management Team as required.
  • Analyze security updates and incident reports to identify trends, emerging risks, and operational impacts.
  • Support crisis planning, business continuity, disaster recovery, and crisis response plan activation as needed.
  • Availability 24/7 to support serious incidents and crisis responses and management.


Cyber and Information Security Coordination

  • Coordinate with IT and relevant stakeholders on cyber, data security, and technology-related incident trends that may affect operational security.


Training, Briefings, and External Engagement

  • Provide security updates, traveler guidance, pre-trip briefings, post-trip debriefings, and visitor briefings.
  • Develop, deliver, or coordinate training on situational awareness, traveler safety and security, First Aid/CPR/AED, and other relevant topics.
  • Build and maintain security relationships with government authorities, OSAC, ASIS, peer organizations, and regional institutions as well as informal networks.


Qualifications:

  • At least five years of professional security experience, preferably in military, law enforcement, NGO, international development, or corporate security environments.
  • Experience conducting risk assessments, site surveys, hotel assessments, and developing practical mitigation measures.
  • Strong understanding of security risk management, incident response and planning, and field security operations.
  • Excellent judgment, analytical ability, written communication, and project management skills, including under time-sensitive conditions.
  • Professional, diplomatic, and adaptable, with the ability to build trust and work effectively across cultures and time zones.
  • Proficiency with Microsoft Office and standard business applications.
  • Strong organizational, interpersonal, and written/verbal communication skills in English.
  • Ability to take initiative and lead projects or process improvements independently.
  • Demonstrated ability to manage multiple detail-oriented tasks simultaneously with limited supervision in a fast-paced environment.
  • Strong prioritization and time management skills, with the ability to consistently meet deadlines.
  • Advanced computer proficiency, including Microsoft Office applications, particularly Excel and Outlook.
  • Proven ability to build collaborative relationships and influence outcomes effectively.
  • Willingness and ability to travel regionally up to 25%, including higher-risk locations, and to respond during critical incidents.
  • Comfort working in an international, cross-cultural environment with diverse stakeholders.
  • Flexible and able to engage effectively with stakeholders at all organizational levels.
  • Other duties as assigned.
