High-level Overview
The client is supporting the operationalization of a newly established independent electricity system operator in Nigeria and is seeking an advisor to strengthen Board effectiveness and executive decision-making.
Based in Abuja, the consultant will provide strategic, analytical, and coordination support across power-system operations, electricity markets, commercial performance, financial sustainability, corporate governance, and sector reform.
The role will synthesize complex management and technical submissions into clear Board-level insights, support meeting preparation and resolution tracking, review investment and financial proposals, monitor market and policy developments, and prepare strategic briefs and position papers for stakeholder engagement.
The successful candidate will bring at least ten years of experience in the power sector or related infrastructure, strong expertise across technical, market, commercial, or corporate-strategy domains, and prior exposure to system operators, utilities, regulators, multilateral institutions, or executive advisory roles.

Deliverables:
- Prepare monthly advisory briefs and progress reports covering key activities, strategic issues, implementation status, emerging risks, and recommended actions.
- Prepare pre-Board analytical notes that summarize agenda items, strategic implications, decision options, key questions, and recommendations.
- Review and synthesize technical and management submissions on grid operations, system planning, reliability, market performance, and institutional priorities.
- Review major investment proposals, budgets, financial plans, tariff structures, market-settlement issues, revenue adequacy, and commercial sustainability.
- Track implementation of Board resolutions and provide post-Board reports highlighting progress, bottlenecks, accountable units, and required follow-up actions.
- Prepare evidence-based policy briefs, strategy position papers, strategic communications, and in-depth analytical reports on priority power-sector and organizational issues.
- Support engagement with government, regulators, utilities, market participants, development partners, and other stakeholders, including high-level negotiations, retreats, and strategic sessions.
- Undertake special studies, reviews, and advisory assignments and maintain discreet, timely coordination with the Board Secretariat and relevant management teams.
Experience required:
- A minimum of a bachelor's degree in engineering, economics, finance, or a related field; an MSc, MBA, PhD, or other advanced degree is advantageous.
- At least 10 years of experience in the power sector or a related infrastructure industry.
- Demonstrated expertise in at least three of the following: power-system operations and planning, electricity markets and commercial frameworks, corporate strategy and transformation, finance, or governance.
- Prior experience with system operators, utilities, regulators, multilateral institutions, or comparable power-sector organizations.
- Experience supporting a Board, chairperson, chief executive, senior management team, or other executive advisory function.
- Experience analyzing investment proposals, budgets, financial plans, tariff or settlement issues, and sector-policy developments is highly valuable.
- Ability to synthesize complex technical, operational, market, commercial, and financial information into clear Board-level insights and decision options.
- Strong knowledge of electricity-market design, system planning, grid reliability, commercial frameworks, institutional governance, and sector reform.
- Ability to review Board papers, management proposals, investment cases, budgets, financial plans, and corporate performance information with independent judgment.
- Strong capability in resolution tracking, governance reporting, policy analysis, strategic planning, risk assessment, and executive briefing.
- Excellent report-writing, presentation, and English-language communication skills.
- High discretion, integrity, professionalism, and sound judgment when handling sensitive Board and executive matters.
- Strong strategic thinking and the confidence to provide independent, well-supported advice to senior decision-makers.
- Excellent interpersonal and stakeholder-engagement skills across government, regulators, utilities, market participants, and development partners.
- Highly organized, responsive, and able to turn around decision-ready work at short notice.
- Able to work independently across multiple technical and commercial workstreams while maintaining strong coordination with leadership and support teams.
Prioritize senior power-sector professionals who combine technical or market knowledge with Board, executive, strategy, or corporate-finance advisory experience.
Exposure to system-operator establishment, electricity-market reform, and governance transformation in Nigeria or another emerging market would strengthen fit.
Working arrangement
Location: Abuja, Nigeria (on site at the client institution)
Travel requirements: No specific travel requirement is stated; any travel should be confirmed with the client before assignment.

Contracting period: 6 months (17 August 2026 – 16 February 2027; 132 consultancy input days)
