About the Context
Nigeria continues to face a complex and protracted humanitarian crisis driven by armed conflict, insecurity, climate-related shocks, displacement, and economic challenges. The Northeast remains the epicentre of the crisis, where years of conflict have displaced millions of people and disrupted access to basic services, livelihoods, and protection. In addition, increasing levels of violence and displacement in the Northwest and North Central regions, alongside recurrent flooding and food insecurity, have further exacerbated protection and humanitarian needs across the country. The 2026 Humanitarian Needs and Response Plan estimates that 5.9 Million people are in need of humanitarian assistance.
The Norwegian Refugee Council (NRC) has been operating in Nigeria since 2015, delivering humanitarian assistance and durable solutions to conflict-affected and displaced populations. NRC works across multiple core competencies, including Education, Information, Counselling and Legal Assistance (ICLA), Shelter, Water, Sanitation and Hygiene (WASH), and Protection from Violence. Through direct implementation and partnerships, NRC supports displaced persons, returnees, and vulnerable host communities to meet their immediate needs, strengthen resilience, and pursue long-term recovery and self-reliance. NRC is committed to principled humanitarian action, safeguarding, accountability to affected populations, and ensuring that assistance reaches those most in need.
The purpose of the Finance function is to ensure the financial sustainability and integrity of the organization by managing its resources effectively, providing accurate financial reporting, and ensuring compliance with all legal, regulatory, and donor requirements. The function works in partnership with the other operational departments globally and in countries to enable NRC's mission.
The function is crucial for stewardship of organizational assets, providing strategic financial planning and analysis, managing internal controls, maximizing resource utilization, and ensuring accountability to all stakeholders.

What We Are Looking For
The Finance Manager is responsible for ensuring a functional finance structure in the country office, following organisational minimum standards. The role works towards providing optimal support to programme implementation and other functions within the structure. The position holder plays a key role in financial planning and analysis and the allocation of financial resources to the different areas of implementation.
What You Will Do
- Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives in coordination with the Finance team in country and area offices to ensure success, consistency, and compliance.
- Line management responsibility for direct reporting staff and technical supervision responsibility for finance staff in area offices based on the NRC Technical Supervision. Guidelines. This includes:
- Performance management process setting clear goals aligned to strategic priorities and follow up and support staff’s achievement.
- Workforce planning, recruitment, staff induction and development, and support for Duty of Care.
- Develop and maintain country financial documents, procedures, guidance, and tools, including strategy, ensuring consistency across the country programme and in line with organisational standards.
- Maintain the country’s overall budget control and monitor cash flows.
- Ensure that budgeting, accounting, year-end procedures, and other financial processes take place in adherence to Financial Handbook, NRC policies, and donor and auditor requirements.
- Train and develop NRC staff and partners’ capacity on financial and budgeting responsibilities.
- Carry out a proper implementation for the Anti-Corruption Policy within all finance operations and activities.
- Professional Competencies
- Minimum three years of experience working in a senior finance role with managerial responsibility in a humanitarian/recovery context.
- Bachelor’s degree in a relevant field.
- Working proficiency in English, both written and verbal.
- Previous experience within the Central and West Africa region is preferable.
- Working proficiency in English both written and verbal.
- Experience in risk management with implementing partners.

What We Offer
- Duty station: Abuja, Nigeria
- Contract: 24 months renewable
- Salary&benefits: grade 9 on NRC’s salary scale (The contract can be national/resident and/or international/mobile depending on final selected profile)
