As we expand our operations across federal and state governments, we are seeking an

experienced and highly creative Proposals & Business Solutions Manager to strengthen our

commercial team.


About the role

We are looking for an exceptional writer, analytical thinker and skilled presentation designer

who can transform business opportunities into compelling proposals, competitive tender

submissions and high-impact executive presentations.

The successful candidate will work closely with our Business Development team, translating

client engagement reports, institutional challenges and identified opportunities into persuasive

technical and commercial proposals.

You will also proactively develop unsolicited proposals, lead responses to government and

donor-funded tenders, and create visually engaging presentations that communicate our

solutions to senior decision-makers.

This is a hands-on role requiring strong research capabilities, commercial awareness, excellent

writing skills and an exceptional eye for presentation design.


Key responsibilities

1. Proposal development and business solutions

• Receive, review and analyse client meeting reports and opportunity briefs submitted by

the Business Development team.

• Translate identified client needs, operational challenges and business opportunities into

well-structured, persuasive proposals.

• Conduct independent research into client institutions, sector challenges, government

priorities and relevant technology solutions.

• Collaborate with technical teams to develop appropriate solution concepts,

implementation methodologies, project deliverables and timelines.

• Work with Finance and Commercial teams to develop pricing models, project budgets

and commercially viable financial proposals.

• Prepare concept notes, business cases, expressions of interest, partnership proposals

and other business development documents.

• Ensure all proposals clearly articulate client challenges, proposed solutions, expected

outcomes, value propositions and implementation approaches.

2. Unsolicited proposal development

• Proactively identify opportunities for technology-driven solutions across federal and

state government institutions.

• Research government policies, strategic priorities, institutional mandates and emerging

public-sector challenges.

• Collaborate with the Business Development team to align unsolicited proposals with

account development strategies and prospective client priorities.

• Develop innovative commercial propositions, including opportunities for recurring

revenue, managed services and strategic partnerships.

• Maintain a pipeline of unsolicited proposal concepts and track their development and

submission.

3. Tender and bid management

• Monitor relevant procurement opportunities across federal and state governments,

public institutions and donor-funded programmes.

• Lead the preparation and coordination of responses to requests for proposals (RFPs),

requests for quotations (RFQs), expressions of interest (EOIs) and other competitive

procurement opportunities.

• Analyse tender documents and develop compliance matrices, submission schedules and

bid requirements.

• Coordinate technical, financial, legal and administrative inputs from relevant internal

teams.

• Ensure tender submissions comply with applicable procurement requirements, client

specifications and submission deadlines.

• Manage bid documentation, internal reviews, approvals, clarifications and final

submissions.

• Maintain up-to-date knowledge of Nigerian public procurement processes and relevant

development-partner procurement requirements.

• Track bid outcomes, maintain submission records and identify opportunities to improve

proposal quality and competitiveness.


4. Executive presentations and pitch deck development

• Develop professional, visually compelling presentations for government institutions,

strategic partners, investors and other stakeholders.

• Convert complex technical information, research findings and business proposals into

clear, persuasive executive presentations.

• Create high-quality PowerPoint decks for client pitches, partnership engagements,

solution demonstrations and management presentations.

• Develop effective presentation narratives supported by charts, diagrams, infographics,

process flows and other visual elements.

• Collaborate with technical and commercial teams to ensure presentations accurately

communicate proposed solutions and their business value.

• Maintain consistent branding, visual quality and professional presentation standards

across all commercial documents.

• Develop reusable presentation templates and a library of approved company materials.

5. Commercial research and business intelligence

• Research government programmes, policies, institutional priorities and emerging

opportunities within Nigeria's GovTech ecosystem.

• Analyse relevant market trends, competing solutions and public-sector technology

requirements.

• Support the Business Development team with research, business cases and opportunity-

specific intelligence.

• Develop background briefs and solution-positioning documents to support commercial

engagements.

• Identify potential opportunities for strategic partnerships and technology-enabled

revenue generation.

6. Proposal management and reporting

• Maintain a central repository of proposals, company credentials, solution descriptions,

case studies and approved presentation materials.

• Establish standard proposal templates, document formats and quality assurance

procedures.

• Maintain a tracker of active proposals, unsolicited submissions, tenders and upcoming

deadlines.

• Work with Business Development Managers to track proposal status, client feedback

and submission outcomes.

• Prepare periodic reports on proposal activity, bid performance and commercial

documentation.

• Continuously improve proposal development processes, document quality and

turnaround times.

Qualifications and experience

Essential requirements

• Bachelor's degree in Business Administration, Computer Science, Information

Technology, Engineering, Economics, Communications or a related discipline.

• Minimum of five years' relevant professional experience in proposal development, bid

management, business analysis, technology consulting or a related role.

• Demonstrated experience developing technical and financial proposals for technology,

ICT, enterprise software or digital transformation projects.

• Proven experience responding to government tenders and managing competitive bid

submissions.

• Exceptional business writing, editing, research and analytical skills.

• Advanced proficiency in Microsoft PowerPoint, with demonstrated experience creating

professional executive presentations and pitch decks.

• Strong proficiency in Microsoft Word and Excel.

• Ability to interpret technical information and translate it into clear, commercially

persuasive documents.

• Strong project coordination skills and the ability to manage multiple proposals

simultaneously.

• Excellent attention to detail, time management and organisational skills.

• Ability to work independently and collaborate effectively with commercial, technical

and finance teams.

Desirable qualifications and experience

• A postgraduate qualification in Business Administration, Technology Management or a

related field.

• APMP certification or another relevant bid and proposal management qualification.

• Experience preparing submissions for World Bank, African Development Bank or other

donor-funded projects.

• Familiarity with Nigerian public procurement processes and relevant regulatory

requirements.

• Experience in GovTech, enterprise software, systems integration, digital public

infrastructure or public-sector digital transformation.

• Proficiency in visual presentation tools such as Canva, Figma or Adobe Creative Suite.

• Experience developing commercial business cases, pricing models and financial

proposals.
